Add /voiceover script list and take detail pages, teleprompter reader, voice capture/recorder components, submission server actions with a 9 MB audio cap, and a Contribute > Voiceover entry in the user menu.

Collapse the four training minigame entries (Flight Simulator,
Minefield Clearance, Radio Traffic, Qualification Course) into a
single DropdownMenuSub under the user menu.
- Add Account entry to the sidebar and user menu
- Hide Intelligence and Infrastructure sections unless the user is qualified
- Make the sidebar content area scrollable
- Support showing the callsign in the user menu via preferences
- Add profile page at /profile/[username] showing user service record
- Update NavUser dropdown to link to Service Record instead of Upgrade to Pro
- Remove unused Billing menu item from user dropdown
