0f7d3a57e3 feat(personnel): add npc contacts directory and statistics pages 
Adds a Personnel nav group with Contacts (searchable NPC directory with profile pages showing listings and employment) and Statistics pages; moves Wiki under Intelligence and checks off the corresponding TODO item.

f1a338c90b docs: Update design documentation and TODO list 
DESIGN.md:
- Add Transfer workflow surface section documenting component structure
- Document component variants, states, accessibility guidelines, and layout requirements
- Specify shadcn UI usage and motion/interaction policies

TODO.md:
- Update assignment transfer system requirements
- Add clarification about leader requirements and fallback behavior
- Specify respawn ticket feature for future implementation

Changes reflect completed implementation details and future roadmap.

4c3c3373d3 feat(roster): implement leadOrActual display preference 
- Fetch current user's leadOrActual preference in roster page via payload.auth()
- Add RosterDisplayContext to avoid prop drilling through org chart components
- MemberCard shows 'Lead' or 'Actual' based on user preference
- Add preference radio buttons to PreferencesForm under Display section
- Update updatePreferences server action to save leadOrActual
- Add TODO for restyling radio buttons later

7e0532f43e docs: expand Discord bot docs and update task list
