CASH-60 handle scenarios where the user may be using browser navigation. try to wait for promises. reset pia indicator. also add route from customer-details for pay-now scenario. the browser back/forward seems to trigger 2 scenarios on customer-details so just sending the pay-now scenario back to payment-method page instead of causing a script error

CSR-2362 quickquote leadgen fails returning from heritage. This is because the router clears specific information if there is an inactive external parameter indicating that they have been through the flow already. This handles when they click back in a browser back to the content site. If they are returning from heritage skip this step.

CSR-2299 if a customer uses browser back buttons to restart their leadgen session from the content site, the load session would prevent us from persisting any new data they may have changed on the LeadGen content site. So moved the updateExternalParams to after the load and then cleared any items that may need reset.

CSR-2193 the getter in the vuex store does not seem to return the submittedOrder data. Possibly related to caching due to the recent upgrade to vuex. Not 100% certain. So just moved the submittedOrder logic out of the store and into the basemix.

CSR-2177 we need to allow navigation forward on a policy vehicle change so that we call parts again for the new vehicle. Having the jump back to heritage on service-zip prevents parts from being called again so we end up in heritage with no items on the order. Nav to heritage will still happen in the vehicle-questions-mixin logic or the quote beforerouteenter logic.

CSR-1072 insurance orders will remove line items depending on the company. mobile fee, recycle fee, etc. So we can return from heritage with nothing in supporting items causing exceptions when lineItems is no longer required.
