CASH-64 if missing the prereqs for insurance on service-location, send back to heritage. This happens when the user is using browser back/forward buttons to navigate. This doesn't happen locally so need to push this to dev in order to test further.

The cookie is storing date time attributes in UTC causing an exception in heritage code when it hits the comma separating parts of the string. ie: SavedSessionTimeoutDate":"Mon, 20 Jan 2025 15:31:51 GMT"
