Adds Playwright Dockerfile

Creates a Dockerfile to run Playwright tests in a containerized environment.

This Dockerfile:
- Uses a Playwright base image.
- Installs dependencies.
- Installs Playwright browsers.
- Installs jq.
- Copies application code.

This ensures consistent and reproducible test execution across different environments.
